... if a petcock was stuck on "prime" would this cause the bike to loose power at higher RPM's, but run OK at lower RPM's?

i have been running mine on prime because it leaks in the other positions, i havent had any issues, and in theory it couldnt cause that problem.

I'm not the best person to answer this, and if i'm wrong i'm sure someone will correct me but maybe if part of your petcock was clogged it could happen.

No - petcock won't cause that behaviour. But incorrect carburetor settings will - likely the main jets are too small, and/or the air jets as well. Have you done any exhaust/intake mods?

I agree with the possible clogging either at the screen, in the petcock, in the fuel filter or in the carbs

problem I was having was with my GSXR, petcock is similar to the one on my Maxim... found what the problem was, and it was the petcock... the vacuum port on it wasn't working right and fuel was flowing out of it no mater what position it was on (on / reserve / prime), the diaphragm was on upside down blocking the vacuum port, took it apart, flipped it around and she purrs like a kitten :D , and the flat spot at the high RPM is gone...
