I bought this fixer upper (83' 650 Maxim) Got it running today but I noticed #2 was cold. The other 3 fire perfect. It has brand new plugs in it. I pulled the plug and it looked to me like its been firing. Any ideas what the problem could be? Dirty carb?

You might try tapping #2 float bowl, with a screwdriver handle, see if it is stuck, if not, it's carbs off for a clean.

Take the plug wire off and put an old plug in the wire and lay it on the cylinder head. Turn the engine over and see if the spark plug is sparking. If it is your mostlikely looking at a carb issue. If you have spark, you can check your valve clearances and make sure you have good compression.
Dirt (dryed gas, rust) idle circuits are big problems with these bikes. Follow Ricks old school carb cleaning.
Now if you don't have spark check your wires. Unscrew the boots and see if there is corrosion where the wire makes contact with the pin inside of the boot. Good Luck

Open the float bowl drain on #2. If fuel, it's carb clean time as wiz described.

    Do a real quick check.
Pop-off the Rubber Stopper on the #-2 Intake Manifold and hook-up a length of Vacuum hose to it with a Golf Tee shoved in the end to seal it.

    Run the Bike.
Pull the Golf Tee and shoot some Carb Cleaner right into the Vacuum Hose.
If your #-2 fires-up when the Carb Cleaner gets there ... it's Carbs -- not Ignition.

Yes narrow it down to ignition or Air/ Fuel
