I recently had to remove the head off my 650 to get the exhaust studs drilled out by a machine shop. Is it necessary to replace the cylinder block gasket if the crank hasnt moved while the head was off?

    No.
You only need a Top Cylinder Set if someone is selling you Gaskets.

The Bottom would require a lot of unnecessary work.

Not really unless there is signs of oil leaking. Personally I would, you have it taken apart already and since the head was removed it might start leaking. Its a good time to clean and paint the cylinders and head.

thanks for the quick replies, I think for now i'll leave it alone. We just got this bike last week (its actually my sons, and I'm using his login), and would like to get it running right, fix whatever else may be wrong, get it inspected, etc...then learn how to ride :)
The bike has 9k miles on it and looks very clean for its age. While the head was as the shop, I had them remove all the other studs as well. I will replace those with new ones.
A couple of the head studs look a bit rusty, would it be worthwhile to replace those as well?

If they will clean up and are not badly pitted use them. paint the raw part. Head nut torque isn't that high.
