Is there a special tool needed to lower the rear shocks? If there is does anyone know how to do it without one?

To lower them you will have to compress the shock to get the springs off, then cut the springs and reassemble. You will need something to compress the shock, needs to be done in a safe manner.

Are you referring to a tool to simply adjust the spring preload? If I remember correctly, the original shocks have a raised round "socket."

The handle for the plug wrench in the tool kit was the original tool for that, but you can use anything (like an old screwdriver with the tip ground off.)

I was referring to a tool to simply adjust the spring preload. I will try that thanks bigfitz52 and Tank.
