It'd be good if we could leave the politics out of it... :) it seems to vary a lot by state/province and everyone's individual situation anyway!
Graduated licensing is a good idea. If I already knew what I was doing, I could get a 90-day learner's license in Nova Scotia for $10 plus an easy multiple choice and a basic skills test. But I shelled out $450 for the training course because it's the smart thing to do. Result:
30 days learner's and then I get a full license, no restrictions. $296/yr ($25/month) for liability insurance (Primmum) as a mddle-aged experienced car driver with no claims, tickets or demerits. I didn't ask for full coverage...
    Gas is $1/litre here ($3.79/gal).
    -D.

    $96/yr through Progressive for liability

Bodily Injury & Property Damage: $50,000 person/$100,000 accident/$25,000 property damage

Uninsured/ Underinsured Motorist Bodily Injury: $25,000 person/$50,000 accident

(as you know you can't get coverage on your own medical expenses).

I'm over 30 and have a fairly clean record, MSF/Abate graduate discount, multi policy discount. No collision or comprehensive on the bike.

The Company has less to do with it than the PROFILE of the person applying for the Insurance.

Factors used by most Ins. Co.'s:
Age, Driving Record, Model and Displacement, Intended Usage, along with Deductibles for Collision, Fire and Theft and Replacement Costs.
Other users and Limits for Liability all get weighted.

Under 25 in Massachusetts is Assigned Risk.
