Exactly how rough do you need to sand old partially rusty chrome in order for normal/rusty Rustoleum primer to adhere properly?

I thought I roughed it up enough and removed enough rust and flakes. But this morning, the paint seem to barely be adhering to the chrome. I'd rather not waste a can of gloss paint just to have it flake off in a month.

Should I just wire wheel off the primer and reprime it with the self etching primer?

It's only a rear luggage rack that I'm painting gloss black, but I don't want to have to repaint it as soon as fall.

FYI: Its all rattle can applications.

I suck at painting - It doesn't have to be showroom perfect, but it does have to stick at least a year :p

Do a search for "painting chrome" here. You'll get a bunch of useful threads. This is the process I used as I shared with Frankenbiker..
