You could, its not the right tool. It will gouge out the ends of the nut and ruin it eventually. A spanner wrench is what you need. A adjustable spanner can be found at most auto parts stores. You will need two of them because the nuts tighten against each other.

For as often as a Private Owner of ONE Bike is going to Need a Spanner to Adjust and Lock the Steering Stem Adjust and Lock "Nuts" ...

You can do the job with a Pair of Embarrassingly Cheap Channel-Locks and a Brass Drift.

Take the Brand-X Channel Locks over to the Grinder with a Duncan Donuts Coffee Cup full of water.
(Look at all them Light Blubs glowing over the tops of The Faithfull's noggin's)

    That's right.
    Make 'em skinny.
Use the water to cool 'em off as you "Slim them down".

You can even remove material to make the "Jaws" grab "Notches"

Tighten the Adjuster until they Bind.
Lock to Lock to make sure they are set.
Back off until its not binding.

    You hold the Lower.
Have someone who knows their A-B-C's "Tap" the Upper with the Brass Drift. It is nice to use a small Ball Peen Hammer.
(I've seen it done with the Heel of a Shoe!)

    Badda-bing; badda boom.
