Does something like this exist? Eventually I think I'd like to bob my XJ650, but I'd like to be able to bring a passenger still if necessary. Has anyone ever seen/heard of something like this before? I tried some searching but couldn't really find what I was looking for. Thanks!

Sure - - You make it yourself. The removable seat slides into the rear frame rail pipes. You make a little cowl piece when not using the seat.

I would think it would be easier just to make a cowl to fit over part of the existing seat and bolt into where the grab bar holds on the sides. On my bike the seat is held on by 2 clasps that are pretty far back, it would involve rigging up a new system to hold the driver's seat on.

Either that, or buy a junk seat of eBay for the frame and rebuild a new setup only using leather on the front and build the cowl into the back. Just swap the entire seat when you want to change.

Look at the Dennis Kirk website at the Harley catolog. There are several P-pad seats you can use on the back fender. There are several methods to attach them. Most have small suction cups to stick them to the fender. Another option is Velcro or 3M hook-loop fasteners, which are better than Velcro.
