Helps if we know some history. You say you replaced the bulbs. Were they blown or did you have the same symptom before replacement? Are the bulbs correct wattage for the bike? As the problem appears to be on the right side, check for a poor ground somewhere in the system. It could also be a corroded terminal leading to the light. Inspect all connectors for signs of corrosion or heat damage. Keep us informed of progress and someone may have other ideas.

Check for resistence at all the connectors in the circuit. If you have a multimeter, look for voltage drops through them. Make sure the ground to the light is clean.

That's easy....your low on blinker fluid!!
    Just jerkin' yer chain...

Check your ground wires to see if they're making good contact.

Somebody recently had turn signal and tach problems when he installed new ignition coils and didn't reconnect to ground a couple of black wires that ground at the coil frames....

By the way, do you have 1156 (or equivalent 27W bulbs) in your turn signals? If not, installing such bulbs should be the first step, as the XJ flasher circuit is very picky about load.

Do you have a spare flasher unit to try?

the bulbs in the lights are 1157, so i replaced them with the exact same ones, and no i dont have a spare flasher unit

I still think that you probably have a poor ground. If you don't have a multi-meter to check the circuit, you could try installing a temporary wire from the bulb socket to the battery negative.

Again, given that you have the same turn signal and tach issues as the other poster, check the ground wires that ground to the frame at the coil brackets.

Are all the turn signals acting the same? It really helps to know exactly what does and doesnt work. Take the time to be concise when stating problems and you will have helped isolate the problem area. For example right front blinker does not flash fast and is dim so the right rear blinker works just fine? Left side signals work perfect?

How healthy is your battery? I know that mine was run down and giving just enough voltage to run the lights but not enough to make the flasher relay blink more than thrice at any proper speed. New battery fixed that.
