I just bobbed my 82 xj maxim I took out every thing but frame and motor and started over I took a 4 in 1 exhaust cut off muffler down underneath engine droped factory breather and added pods. I contacted a comany that maps ur bikes jets by what ur doing to it and where u live......... I. Rewired the bike to a basic wiring diagram which I got off this site and can be seen on a topic about 10 topics down is labeled.........< basic wiring diagram needed>..........so when I start the bike it instantly starts and the rpms are very very....high I tried to adjust the buttterfly control knob on lower bottum of carb but no change and I started wondering if its carb or basic wiring I used not sure if wiring would effect bike but thought id ask u guys what u think..........by the way the jets I ended up getting is 2-32.5 and 2-1.30 the inside carbs r one size and 2 outter carbs the bigger jets

Electrics won't make your engine rev at higher RPMS, I'd take a good look at your carbs and make sure that all bolts and clamps are snug, then go to cable routing to make sure that they have clear runs and nothing is pinched or tight.
How much higher are the bars now than stock? if you start the bike and turn the forks from side to side (full lock) does that affect the RPMS, if it does then it's a routing issue.

    Good luck, Graham

Look at your carb floats. Bet they're in upside down.

I went out and tried to find a loose screw or bolt then tried turning bars completely side to side while running nothing changed the bars r only a few inches over stock the cable isn't in any pressure that I can see .....I don't feel comfortable starting it cause rpms r to high
