Are the Hitachi carb gaskets supposed to be a soft, pliable rubber, or a somewhat stiff plastic/cardboard?

They're a fiber gasket, not rubber. Fairly stiff.

Some Gaskets have "Natural" Fiber in them.
After some time being compressed; they adhere to mating surfaces.

To be able to remove the Bowls for adjustments and future cleaning; Paint the Base of the Carb, BOTH sides of the Gasket and the surface of the Bowl with a Light Machine Oil.

The Oil will let the Gasket be compressed but NOT stick to either Carb Base of Fuel Bowl.
