I have a 1981 xj650 and the generator cover is leaking. I have tryed sealing it with rvt silicone and it is still leaking any ideas on how to fix this?

There is no oil behind the generator cover, at least there isn't supposed to be.

Your alternator shaft seal may have failed; or the oil is migrating from somewhere else and making you think that's where it's leaking.

TAKE THE COVER OFF (carefully, wires are attached because the brushes are in the cover) and look. If there's an excessive amount of oil in there, you've got a leak behind the rotor. If not, the oil is coming from another source.
