i have a 83 yamaha maxim with the 36mm forks, and have the triple tree that angles the handlebars towards the rider. i would like my handle bars to mount straight. i was thinking of changing to an xs 650 fork but then my caliper is on the wrong side and i want to use the factory rim. is there a way to use the xs 650 35mm fork tubes and triple tree assembly, with the maxim 36mm bottom tubes?

Sorry, won't work. The tubes and legs have to be the same size. The XS650 triple tree also most likely won't work unless the neck on the tree is the same length and the bearings are the same size.

what about the seca 550 with 35mm tubes, i just dont think the caliper is on the same side either, maybe a dual caliper fork?

The 550 Seca uses the same steering bearings. If the shaft on the triple tree is the same length, it is a straight swap. If you go to a dual caliper swap then you will have to do even more work. The brakes will require a new master cylinder because of the addition caliper. Have you thought about just changing the handlebars to a different style?

Yeah handle bars would be the cheapest/easiest way.

keep in mind that if you swap bars, you may have to buy a new master cylinder and your mirror mounts will be useless as is.
