Most engines these days are built with either o-ring type gaskets or nothing but a precision RTV bead, and they hold up forever.

But if you don't wanna experiment, I'd probably buy a roll of Fel-Pro high performance gasket material ($6), spray the cover mating surface with non-stick spray, put a bead of RTV on the cover and lay it down on the gasket material, let it sit long enough to start to bond (a couple of minutes), and then pull it off...should leave a nice impression of the cover on it that you can then cut out...punch your bolt holes out with a hole punch BEFORE you do the fine cutting, so there's extra strength around where you're punching through (less likely to tear when you punch them out), cut the outlines with a sharp blade...should work...

I'm sure there's better methods, just all I could come up with off the top...

I always use gasket sheet maretial when making one , I don't like to use silicone. Its a personal preference.
Rough cut the gasket to size then use a spray adhesive on the gasket. Let it set and get tacky then sitck it to the cover. Let ii dry for a few minutes then start cutting the excess with a Exacto knife and a new blade. The sharp point gets easily into the small bole holes. I cut with the cover on my lap and the new paper facing up. The blade acts like a pair of siscors against the cover.

That stuff looks amazing. That'd work for, say, a valve cover as well? It says "cylinder heads"; surely they don't mean in place of a head gasket, right?

It is used with copper head gaskets to seal oil/water passages.
