First off let me say what a wonderful Site!!

Ok my problem is as follows! I picked up an 83 XJ650 for free from a friend of mine. It is in awesome shape. It sat for about a year with the tank and carbs full of fuel. First thing I did was drain the tank and carbs. Pulled the petcock out of the tank and flushed fresh gas thru the tank and reinstalled the petcock. I than put a fresh tank of gas gas in with sea foam. I got the bike started but it wouldn't take any throttle. So I pulled the carbs and did a quick bench cleaning on them. Reinstalled and the bike fired up and took throttle, but was spuing black soot out of the exhaust at idle and and any rpm. So I ordered 4 carb kits and pulled the carbs again. This time I stripped the carbs down and soaked everything but the bodies and diaphram sliders. I flooded all the passages with B-12 carb cleaner until I had good flow thru all passages. I blew all the passages out and than proceeded to clean all the individual parts and I made sure the jets and emulsion tubes were not plugged at all. I reassembled the carbs set the pilot screws to 3 turns out and reinstalled them on the bike. It fired right up :D took throttle all the way up to about 6k and wasnt blowing black soot out. It also didnt need much choke to start. :?: I took it for a spin and noticed a hesitation that wasnt there before under load. I pulled the plugs and they are a sooty black as before. All of the float levels are within spec. While riding the bike I noticed that it hesitates about 4 k and if you keep into the throttle it works out of it.
Since I have never worked on this type of carb and yics set up before I am at a loss. I would appreciate any help.

Three turns OUT might be too much for 650.

Ideally, a ColorTune would set you straight. But, there's NO reason why you shouldn't try TWEAKING it without the See-through Plug.

From the 3-Turns OUT -- Average setting for ColorTuned 750's ... try Tweaking-it a little bit Leaner.

You won't have to turn the Screw very far to "Find" the right spot. Just 1 - or - 2 Degrees at a time ... followed by a t est run and plug-peek.

Run some SeaFoam through those carbs. Let it sit overnight and then run the tank dry.

So you do not think there is any other issues that I need to look at? I did pull the plugs and bring 1&4 to tdc and filled them with sea foam. Today I brought 2&3 to tdc and did the same. I am thinking of putting a lil seafoam in the oil and running it for a lil bit to get any varnish lose in the engine.
Than drain the oil and change the filter and oil. Any recommendations on how much to put in the gas tank? I am a lil shy on putting to much in the gas.

I also forgot to tell you all that I checked the choke plungers and they are all the way seated. I was reading a few posts about similar problems and that was one thing suggested to check. Are the plungers solid brass? The ones in my carbs are. I saw reference in a link that they are suppose to have a rubber tip on them. The other thing I read was the haynes manual had the air pilot jets backwards. I put the 50's in the main air pilot jet is this correct?

I had the same problem after a carb rebuild on my XJ1100, turns out the pilot jets that came with the kit were the wrong size and style. There are two kinds of pilot jets that can fit, be sure you are using the right ones. The wrong jets will allow it to run rich and cause your plugs to turn black.
