your diagonal shifter release safety mechanism isn't adjusted just right.
the pneumatic wire on the enrichment lever is telling the CDI unit that the rotational mass of the internal butterfly governor is to great to engage the forward drive cogs. so you need to shift into reverse first or slow the motor down with the magnetic drag cam located just west of the starter clutch.
check for reactance in the pneumatic wire.
or adjust the clutch, slow the engine down and slam it into first.
trying easy and letting it grind creates charged particles in the magnetic field of the rubber crank balancer that erode the bearings in your mirrors, so don't do dat

All you might really need is a Clutch Adjustment.

    ok, the boring answer.
when you start it with the clutch out in neutral the input shaft spins fast, yours spins real fast because the motor is going fast. you pull the clutch in and tell the gears to mesh, but one is going real fast, not driven but spinning fast because the oil between the clutch plates helps it along. the other gear(first) is stopped (you getting the picture now). it's worse when the bike is cold 'cause the oil is thicker and the rpm's are up.
so here's what to do, make sure the clutch is adjusted right, slow the rpm's down before you put it in gear, make sure the clutch is adjusted right and slam the shifter down, make sure the clutch is adjusted right don't baby it and let it grind.
or start it in gear, make sure the clutch is adjusted right, and ride away.

    not "might."

Plus, being as the clutch is probably original, it will eventually need to be rebuilt too. Don't expect an original 30+year-old wet clutch to behave like a new one will.
