Experience an odd "whirring" noise when I exceed 15/20 mph. It stops again when I go below 15/20 mph. Doesn't start or stop at an exact speed, but in the before mentioned range. It sounds like it is coming from the front end, but hard to tell where exactly since I hear it while moving and can't inspect the bike at that point.

Would my brake pads have a wear indicator that makes a noise? I did a visual inspection and the inside pad looks fine, the outside pad is thinner, but I think thats normal on these bikes.

Any recommendations on what I should be checking?

Your speedometer or the speedometer cable. Disconnect it from the instrument for a short ride and see if it goes away.

It always stops if you lubricate the cable. If it's the spedometer that's making the noise, then that is what will need lubricated.
