Im still trying to get my project bike running properly. My question is with the bike running the piston valve on number 1 carb shutters or is moving up and down very quickly while the other 3 piston valves do not. Is this normal?

No...that is not normal....you may have a tears or holes in the rubber diaphram....you should have look at it.....remove the carb hat & pull it out....

would that account for the bike wanting to rev to 3k and slow to come down to idle?

What exactly has been done to the bike? Are the carbs clean? Valves set? Carbs synced? The more information the easier it is to help you diagnose.

    -clean and regap the plugs
    -clean the carbs
    -adjust the floats
    -checked valves, replaced one shim
-somewhat synched the carbs, homemade yics tool and guage
-performed the clunk test on piston valves
-sprayed wd40 on carbs and boots while running to check for vacuum leaks

what you got going on is a symptom of the diaphragm not being seated correctly. (or holes as 5 of a kind said). You said it's #1 carb, so you can pop that cap off and have a look w/o removing the carbs.

They do tend to flutter, but they all should.

Out of sync could cause what you see too.

Flutter, that was the word I needed. Only #1 flutters, the rest are very steady.

You might not be getting the whole story using WD40 leak testing.

Test for, ... and rule-out "Occult Manifold Leak".

The Manifolds are Sealed to the Head by means of a Rubber O-Ring style Seal which get cooked with age.
The Bike might IDLE fine. With minimum Vacuum on the Seal.
As the rpm's increase, ... the tired, flattened-out, dried-out, O-Gasket fails and the Sync gets out-of-whack ... trying to adjust it with the other three.
