Okay, so my 1981 XJ 750 R SECA had to sit apart and stored in a garage for 1.5 years and I just put it back together with all new head gaskets, etc. Just got the new battery for it and attempted to fire it up for the first time. Have spark on all cylinders, but the bike won't start, and it is like it isn't even attempting to start. I admit to having a bit of fun with the timing, but I feel certain that I resolved that issue, since I had some confusion as to lining up the dots on the cams to the appropriate position. Any ideas?

You have spark, so you need compression and fuel.
You should test the compression. Did you try to squirt starter fluid?
Do you have gas to the carbs? Are all the boots airtight and vacuum lines connected? check out this website. Max is the best!

    I hope this helps

Sorry, guess I should have been more thorough in my description. Yes, fuel to the carbs, all lines are connected and the bolts are airtight. No, I have not tried starter fluid, nor have I tested the compression. I have a compression tester, but do not have any starter fluid. However, the bike had been running, but I had made a mistake during top end rebuild the first time around and had to replace the head gasket again and after getting the bike apart my ex started a divorce putting the bike in my father's garage for over a year. So, I am not extremely concerned that it is an issue with compression.

    Do the Comp-Test, ... anyway.

    What's to lose?

Engine is turning over and I have found that after attempts to start it, the spark plugs are still dry. It apparently is either a carb issue or the timing is still not right.

well double check that those dots are lining up at top dead center to rule out the timing. and if they are all lined up.. pull those carbs.

also. that compression test that everyone is suggesting is a good idea.

what they said above. check cam timing and compression. if there is no compression, there will be no vacuum to pull fuel into the cylinders.

A common issue to a "No-start" following Top-end and Carb work is Non-Primed Fuel Bowls.

Try setting the Petc0ck to PRI.
