Did the maxim ever come with dual disc brakes in the front?
I have a 1982 maxim and it had 2 rotors on the front wheel and both lowers set up for calipers as you can see in the pic but there was only the left one on it and there is no splitter for a second brake line.
I suspect the front wheel and forks are from a Seca I have removed the right side rotor

The 750 Maxims have dual front discs with a splitter. MIne is a '83 and has this setup.

650 maxims have a single disk, I suppose 550 Maxims have the same setup here in North America.

The 700's had duals and a splitter, as well.
