Got a couple theories but yall know I love checking with the experts before I do anything major :)

Valves done. Read all within spec after new shims. Pretty satisfied.

I replaced main and pilots from a strange assortment from PO, to below
    Current jets
    Mains 112
    Stock 107
    Pilots 41
    Stock 36.5
    Needles Y-20

Ran... OK with the Y-15 needles. and above jet sizes. Hesitation at 4-5k rpms when hammering it.

Replaced with y-20 needles, and wouldnt idle well.
Checked valves. 3 out of spec. Replaced. Wouldnt run
Pulled off carbs and blew out enrichment circuits and pilots, air fuel mixture screw ports. Checked float height, adjusted, replaced carbs.. STILL doesnt run
(HAVE NOT WET SET FLOATS YET)
Checked all coils for spark. All passed.

HAS to be carb related. I'm just frustrated
Another thing that crossed my mind is that the diaphrams had Y-15 needles.

Could this be a 750 carb set and I'm putting all the wrong jets and needles in it?
Maybe I need to buy a spare set of carbs to be sure.

Could just need a wet setting.

    Input welcome.
More of a vent post than anything

    Chris,

Somebody may chime in about your setup (needles, jets, etc). If you have not wet set your floats it is like shooting in the dark. If you have spark and have not flooded the carbs due to high float levels it sounds like you are not getting gas, regardless of the hardware you must wet set them.

Are you running pods? Why did you change needle sizes?

yep ....... wet set to start. doesn't mean it's solution but rules it out. i'm still struggling with one carb on the rack myself.

    Running and UNI filter
Changed the needles cause the XJ700 stock needles are Y-20s
It had y-15 needles in it
I'll pick up some clear tube and wet set today after my testing is done for new job.

    2 and 3 were wet,
But i was trying to run it with the choke on and flooded those 2 by opening the throttle and bogging them out

Decided it MUST be pilot related!
I got it to run on all 4 cyls, with the choke half on, and turned down the mixture screws and they are bottomed out!
Half choke, idles fine, hangs a LIIIITTTLE bit when throttle is blipped.
Took it down the road, and runs like a scalded cat.
Cut the choke off she dies fast.

Wet set, and all the carbs come very close to the bowl line.
    Alllmost perfect..

Must have missed something in the carbs.
Wish I had an ultrasonic cleaner!

Man I'ma need new gaskets and o rings now
