Depends. When I moved from tall maxim buckhorn bars to Low drag bars, I did not initially change the throttle cable, so there was a huge loop around the front. I bought a new one for a seca, because it's shorter. You have a seca, but I'd imagine that unless you go from the stock bars to really low clips ons, you'll be fine. you might be fine either way. Hopefully someone with a seca can chime in.

Yea the seca bars are already quite low, my " guess " is that stock cables " should " work.... More or less try and see how it goes'.

there are tools to shorten the cable. there was a thread about this a few weeks ago
xjbikes lists cable length in the catalog
your original oem length is 36"
HCP2698 OEM original THROTTLE CABLE, with black curved metal tube, and adjuster nut, at the throttle end of the cable, for all XJ650 Euro models and XJ650RJ Seca models. Wire length = 36".

    also stated
The XJ650RJ Seca, XJ750 Seca, and XJ1100 cables have a narrower cable end barrel (1/4" wide vs. 5/16" wide for all other cables) which may present an issue on some interchanges.
