Headlight is only powered on once the engine is running, not just when you turn the key.

The starters can be rebuilt, unless the commutator is worn too far, or the laquer on the windings has failed.

Have you pulled the starter and bench-tested it?

I rebuilt it but when I bench tested it today it turned real slow then bolt got pretty warm so im going take apart tomorrow see if its grounding out on bolt hope I can fix it. And someone cut the wires and took off kickstand switch taped wires can i just wire them together

Slow turning and overheating are a sign of worn brushes. Order a rebuild kit from Chacal. Clean and re-grease the planetary gears while you have the starter apart. Clean all the carbon dust out with electric motor cleaner so you don't damage the windings.
