I am waiting to get my front fender back from getting painted, and I'm trying to figure out best way to install it without scratching it up. Any suggestions? Procedures? (I'm planning on using masking tape to try to protect.)

I've used plastic food wrap, and masking tape in the past to protect parts.
That's about the best you can do, and use extra caution.. lol

Wait a few weeks for the paint to harden more.

Also loosen the axle nut to spread the forks a wee bit tot make a bit of room to slide the fender into place without scratching the paint .

Was thinking of pulling forks, assembling loosely then tightening everything up once wheel is back on. Thought it might be a little more work, but chances of marking fender trying to squeeze it between forks would go down.

This was on my turbo seca, but after I painted it, I just lay the fender on the tire in front of the forks and slide it on back into place. Much easier than putting it between the forks and lowering it into position.
