No. No fit without cutting and welding.

XJ11 tanks are much larger than 650/750 tanks and the chassis are entirely different. The XJ11 and XS11 share a similar frame. The XJ11 holds almost 5 gallons, around 3 for the others. You'll have better luck fitting a XS11 tank instead, even than some slight modifications to the tank will be needed to the mounting flanges.
Don't ever cut a frame to fit a gas tank, cut the tank to fit the frame.
Your XJ11 find is missing more than seat and tank. I don't see any carbs, gauges, mufflers, air box, side covers, headlight or turn signals. Its going to take quite an investment in parts to get that one road ready . Look for another parts bike and maybe with the two you can put one together.

The reason for the double petcocks is the high center tunnel of the gas tank to fit around the frame. The XS/XJ11 frames have a wide double backbone. There is at least a quart of fuel available on each side of the tank. Triumph did the same thing back in the 60s and 70s on some their bikes.
The dual outlet are on/reserve and prime. The XJ11 used a single vacuum fuel valve which was fed from each side of the tank, the prime function bypassed it.
