The safety washer that holds the bolt on the swingarm has broken is it safe to just use red loctite on the bolts instead

Personally I would just get a new lock washer, they're cheap and chacal will get you one within a few days. Using loctitie may affect your ability to torque to spec, although the torque spec is not as important on that side since it is the fixed pivot shaft side. If you do use loctite, I would leave the washer on as it may prevent the shaft from sticking out too far on the inside. Do not use any loctite on the adjustment side, you need to be able to torque that side properly to avoid damaged bearings.

    No.
Same reasons as above, plus red requires 400 degrees of American heat to remove, and you'll burn the paint off of the frame when it's time to repack the bearings.

Come on do you have an Ace hardware or a Lowes,Home Depot, Menards or any home center you should be able to come up with a lock washer don't attempt to rely on locktight alone and Kmoe is right about the heat ... Blue is better option , with new washer!!!!

It's more than a lock washer, stamped square piece with the sides bent down to fit over square "stub" on frame and two tab's to bend onto pivot bolt. Prevents it from loosening up and if for some reason it did loosen, it will prevent bolt from backing out. A standard lock washer can't do that.

It's more akin to safety wire. (vs lock washer)

When I say things like that, I get dirty looks from my wife as she asks "what are you going to buy now?" Grin.
