Cylinder Head Studs - brittle plastic wrap/insulation?

    So, working on top end stumbled upon some really brittle plastic wraps or something around some of the cylinder studs. Does anybody knows if that's something I can just clean of? I mean, how essential is this? ...cylinder stud sheathing

    It helps with noise reduction, and..something else that I can't remember.
    Electrical shrink wrap is a good replacement, or you can just clean the studs up and leave them bare.
