    You could try an impact driver on the chewed up bolt and maybe a little heat to help it along.
    The handlebar part looks like some sort of anti vibration damper. Just a guess???

    That is a vibration damper, aftermarket, Vibrinator brand. Keep them. Use them.

    As for the screw. The head is cheddar now. Carefully drill the head off, and once the controls are off the bars you can use vice grips on the stub. Apply penetrating oil (NOT wd-40) to help it come out.
