Hey gang there’s a 92 600 Seca for sale round here for 700. Never wrecked but has scratches here and there on the body. 12,000 miles. So in my opinion it needs paint on some of the body but everything else is mint. $700 sound ok?

Does it run, and how well? Have a clear title?
I've seen them around this area for around $500 for rough ones, and around $2K for decent ones.
Plan on taking care of the safety items, and the paintwork as you mentioned, but $700 doesn't sound bad.

I actually looked this one over briefly a couple months ago when he was asking$1800, somewhere today I saw it as low as $500 but can’t find the ad now. Currently on Craigslist at 700. I might go over there tomorrow and offer $500 and see what he says. Also say starter issue and that sounds like case splitting to me.

If it needs a starter clutch, then yes splitting the case would be a major repair. However, it may be something else like just the starter, wiring connection, or a weak battery. After all, it is a 25 year old bike.

How likely is a stripped ring gear?

Nearly none, since there isn't one on that bike.
