    So therefore---it's not a Seca.

    It's a European XJ650.

Why no Seca in Europe? Too many Spanish speakers? Would they all wonder why the bike is called "Dry"? Without the "Laguna" part, the name is sort of strange.

Marketing. Model names are typically market specific. Take the Mazda MX-5 for example. Mazda Miata in the U.S., Eunos Roadster in Japan; same car, with minor differences to meet regulations for the specific market.

I have a Buick Allure, otherwise known as Lacrosse.
Apparently in Quebec, Lacrosse is a slang term for tossing off, LOL.

I have read through the whole identification forum and am still confused.
I know it is a 650, and not a Maxim.
Does anyone know what type my bike is if my shorty identification number is 4K1-000919
Sorry if this is all a pain.

It’s just an xj650r that in North America is called a Seca. And the letter after the “r” is the year designator.
    So H=81 J=82 K=83 L=84
The only oddball is Canadian model is an Xj650rjc “C “ designation for Canada only in 82 for second series of bikes that had yics engines.

US had Maxim & Seca. Europe had Maxim & XJ650
Seca and European XJ650 = almost identical

    Bingo.

A lot of XJ700's can be found in South American, too. Why?

"all of them were imported in the 90's (at that time the government allowed for a short time to import used vehicles from abroad)

Why are there so many XJ650 Police bikes in Nepal?

"there were 300 XJ650's gifted by Japan on the occasion of King Birendra's crown ceremony."

As is so often the case, the bikes lasted a lot longer than the King did:

Sorry, haven't been here for a while
XJ650 4KO (US Seca clone) and XJ650 Turbo were direct imports. Not sure about Maxims, they are much rarer in Europe but they are around. It would be interesting to see where they are located geographically in the UK, there are/were plenty of airbases in East Anglia

What I was trying to point out is that the 4KO and the Seca are to all intents and purposes the same thing
