How do I get the baffle out , so I can repack with fiberglass. I see what looks like a bluish cap ,but it looks like there are 3 spot welds attaching to inside lip of exhaust. Even if I remove the screws I can't see how it get that out without breaking the welds. There are screws from the outside but if you take those out, the welds look to be the real anchors.

Short answer is that you don't.
You can cut the welds to open it, but the baffles are constructed like a car muffler. I can't remember if they are also spot welded on the inside or not.
They do not need repacking. There was none to begin with.
If yours is loud it's because the baffles have rotted out. The solution is a replacement set.

See xjforever, or most bike shops carry EMGO mufflers, there cheap in every aspect if the word but work.
Be sure to get a pair, they are similar but not same as stock.... Maybe buy a set of fish tips?
