Your synch is most likely off , did you do a full tear down breaking the rack ? A full soak with all rubber seals out is only way to do a proper job. I suggest you do bench synch which gets you close 2 business cards cut in two ,put one under each butterfly plate , adjust the synch screw till you get a slight drag on the card as you pull it out . Please note there are 3 synch screws and the idle knob is the other ,turn it in till.it pushes open the butterfly plates slightly. Hold carbs up to the light you should see a slight bit of light . Good luck.

Make absolutely sure that the air jets are in the correct locations (you can check them without removing the carbs), and that the cables are hooked up right.

Everyone will, at some point, hook the choke up to the throttle linkage. The result is an inexplicable high idle.

when it revs high do you turn the choke lever off? does it respond to that?
got no response earlier cables hooked up correctly? throttle installs in the holder with cup carb 3, choke to outer holder with clamp carb 4 .

lever is off when the revs go high. cables are hooked up correctly with holders in right spot. i even took throttle cable off and had it completely loose just to see if that somehow affected it and it did not.

so in the interest of putting as much info out there as possible to help people in the future, I wanted to update the thread. I fixed my issue. it was the new aftermarket throttle shaft seals that were BO. In the back of my head i remembered that they were a little looser than I thought they should be. after trying a billion things i just pulled the carbs apart...again.... and changed them with OEM ones. worked like a charm, fired up and ran good. vac sync'd the carbs, color tuned, and good to go! i ran it up the street a bit but it doens't currently have insurance so I haven't taken it for a good ride yet. pretty happy with it. Moral of the story, i wouldn't say DON'T go aftermarket instead of OEM, but be aware of what aftermarket parts you used for future troubleshooting haha.

Glad you got it sorted and Thanks for the update. I was about to put aftermarket seals in mine ,but then questioned the material and thought OEM lasted 38 years. So I switched to OEM. Glad I did after reading this.
