Having trouble shifting into first (back arm is slipping off peg) and once into first it is hard to get back out. Could this be caused by a worn shifter arm, bad springs, or both?

those symptoms are more usually caused by either a badly adjusted clutch or cable , or a bent or binding shifter shaft.
remove the shifter cover ,and see if the lever moves more freely.
those "dogs" don't look too bad. but-------
    what bike is it?

Anyone else have a suggestion? Does everything look like it is in the correct position in the picture? If so what is causing it to shift hard into first and the arm to slip off the star drum? If needed I can try to post a video.

that arm looks ok. it's been awhile all i remember is it has one long pin in that cam wheel and it needs to be in the right place
there's some other springs in that mechanism, you got all of them

All my springs are here I believe and I haven't taken the star wheel apart so the long pin should be in the correct place.
Ok feeling like a rookie... must have had a pin fall out and I placed it in the wrong place. After SEVERAL attempts at moving pins i can get all gears now.....
