Front tire bounce

    hey everyone I'm in the middle of rebuilding my bike peice by peice and I'm on my next mini project with it. When I get up to about 40-65 70 mph my fromt tire will bounce up and down at 35 it'll start and 40 it'll be noticeable and the faster I accelerate the faster the bump goes until I get to a cruising speed and then its just bouncing at the same pace. Any input, thoughts,advice is appreciated instead of me just replacing everything on the front end.

    inspect the tyre for any bulges in the sidewall, has the bike been stored for a long time in one place ,(look for a flattening of the centre tread)
    has the wheel been balanced? check the damping of the forks, is there any oil in them?

    Old tire and new tire happened both scenarios, not sure on wheel being balanced and ill check the oil in the forks! Thanks man
