I wanted opinions on putting 39 mm front forks on my 97 seca 2. It has 38 mm forks but I have a set of 39 mm front forks I would like to install. Any thoughts or ideas?

    Thx

assuming your wheel will fit the 39mm forks, then you could have the 38mm yokes machined out, i would'nt try to splay them out to force the 39mm ones in thats not going to work

I have a 1985 non running Honda Magna that I was going to do a complete front end swap.

If you can bearing match and the parts are all there (triple clamps/yokes as the English call them) 97 to 85 that sounds like back dating. The technology is likely the same for the two set of forks both being damper rod type.
"All Balls Racing" has the bearings and charts for virtually any fork swap. Are the two sets of forks the same length, are the triple clamps the same offset? Which weigh more?
The differences may change the handling characteristics but would get the bike on the road?
    Cheers, 50gary

    Fix the Magna.
You gain literally nothing by swapping those forks to your Seca 2 (except more weight where you don't want it).
A better solution for it would be to get a set of cartridge emulators for the existing forks.

Because the Magna has dual front disc brakes and also you can put air in them.

I dont have a title for the bike and it would cost to much to get 1.

    Register it in Vermont.
Cheap, relatively easy, and transferable to all 50 states. You don't even have to live there. The only hiccup would be if it turns up as stolen.

What does registering it in Vermont do? Can you please explain this process? Can you get a title after registering?

Vermont does not issue titles to vehicles more than 20 years old, but they do allow non-residents to register and plate their vehicle in Vermont (by mail).
A Vermont registration is the legal proof of ownership, and functions as a title when you register the vehicle in another state.
You will need to provide Vermont with proof that you legally own the vehicle (a notarized letter works).

I might have the title that the PO has singed off on but it was not signed in front of a notary.

If the title was signed by the PO then you should be good. Not all states require notaries, and I think Vermont migh be one that does not require that if you have a title.
