    Bike is starving for fuel.
    It starts only momentarily
    Then quits.
The filter doesn't seem to fill up very much and empties out quickly.
I can keep it running by spraying.
Can the fuel rail be clogged and if so how would I clean it.

See if it runs w/o the filter. I had problems with my filter after 300 miles.
I could not get a paper filter to evacuate air and used a rock filter, Later found the rock filter was clogging up with some debris getting by the petcock screen.
Problem with paper filter is there is little vertical room to run the paper filter w/o it being higher than the bottom of the petcock and any air gets trapped. The paper filter really need to be majority air free to allow fuel to flow.
Try running on prime if you think the vacuum is not opening petcock enough.

Was it running before you fitted the filter? Is there an arrow for fuel flow direction on the filter?

Kind of running but the carbs were leaky and filthy.
Ot just will not stay running with out spraying gas in the carbs.
Of course I went through them to insure the were clean and the Unblocked.

What is the inside of the tank like? Was the bike not running for a while?

    Tank is good.
It hasn't been long since it was running.
I can't help thinking I missed something in the cleaning process.
