Starter trouble, xj550 maxim

    So just got my xj550 maxim buttoned back up today. Hasn’t ran in about 3 years but was running when parked. Threw the battery in and it’s like trying to turn the starter but won’t. Sounds like low battery but has 12.8 volts. Horn also sounds very low and almost like static in it! Neutral light on. Tail light and brake lights working. Turn signals lighting but don’t blink. Maybe bad relay. Headlight not working but maybe the bulbs bad, not sure. Where should I start to look? Start button? Solenoid? Thanks for any advice in advance!

    Batteries can have what I call a surface charge. It shows 12.8 volts but can can have little to no AMPS. Put volt meter on batt posts hit start button, and read voltage.

    12.8 volts key off. Key on 11.7. Push the starter button and it drops to 9.7 to 10 volts. Kind of fluctuates. Bad battery?

    Thats what it looks like. Make sure connections are clean. Can you jump with car battery? Most Auto stores will test batteries for free.
