Does it matter which vacuum port u hook the petcock vacuum hose to? And does it matter how long it is?

I have a slight fuel leak above the carbs so I am going to replace the hose and clamps on the petcock

Can I loop the hose from petcock to carbs if I have to?

Not sure what you mean by "loop" to carbs. You cannot connect to carbs. Just make sure it is not kinked or you might not get enough vacuum to operate the diaphragm in the petcock.

There was a notion going around if you interconnect the vacuum ports you could do some kind of YICS system, but it's a load of bollocks.

YICS is a carefully placed port that imparts a swirl on the incoming air/fuel charge behind the intake valve, interconnecting the vacuum ports on the intake boots will do nothing but close up the holes. As Dave in Ireland pointed out it's a load of bollocks.
