Any suggestions on prepping chromed parts like the gas cap and handlebars for painting? I've seen something called an adheasion promoter but wonder how well it sticks. Also the chrome exhaust pipes are a bit skinned up from the PO laying it down. Is there a high temp gloss paint that will work for chromed surfaces?

Paint won't stick well to chromed surfaces - period. It WILL peel. Sand it rough and use a good quality metal primer and it'll work for a while.

If you want to do it right, you need to get the chrome stripped off then prime & paint (or even better - powdercoat).

Sand it down well, the use a 'self etching primer' then paint it, thats about the best your going to get without going all out and fully stripping the chrome from the parts

I'm in the body shop business and you can get paint to stick to chrome, the key is you have to sand it with really coarse paper, like 80 grit, use a good metal etching primer, then primer surfacer. I blacked out the chrome oh my old bmw here. No probs, again you have to rough it up with coarse paper.

I've been thinking of painting my gas cap too, if I do I'll show you how I did it.

Hydrochloric acid ( muriatic acid) will strip the chrome.
    Then etching primer then paint.
Oh yeah rinse well with water and a little baking sode to neutralize the acid.

Like Jeff I sandblasted my fenders then used epoxy primer under lacquer. That was 3 years ago and no problems.
