Is this the cap I have to dremel out?

If not, what is the location. The manual doesn't say anything about it thanks to US laws...

No, not that one! Leave it alone!
The cap you're looking for is on the top side of the carb, engine side, beside the enrichment plunger.

The cap is over the throttle next to the pillar that the choke activating rod slides in. It should be round with a dimple in its center.

If you plan to remove it by drilling it out ...
    Remember ...

The Plug is above the soft, brass or bronze Pilot Mixture Screw Head.
Don't let the drill penetrate the top of the screw head of the screw will be ruined.

Carefully drill through it anticipating the drill getting through the Plug.
Grind off the pointed tip of a drywall screw and screw the drywall screw into the hole you drilled into the cap.

Grab the drywall screw with vice grips.
Impact the vice grips to pull-out the Plug.
