maybe just stuck rings ,if its been sitting a while, try some penetrating oil down each plug hole, leave for a few days and spin over occasionally.
see if that may free them up, could be shot valve stem seals.
try the penetrating oil first, after that some investigating will be needed before you go down the rebore road

you could do a compression test, then add some oil to each cylinder and see how much the compression improves or doesn't.

+1...Too many variables. Adjust the valves clearance and do a compression test. Let's go from there.

Compression test was done before the oil was dropped out compression was good bike ran and idled good , but found a lot of water in the oil when it was dropped out , since it was flushed out and topped up the compression is low and it runs smokey

There's a full mark at the top of the sight window on the clutch cover. Is the oil level beyond that?

just want to get this clear you bike ran and idled well , then you changed the oil and it started to run poorly and smoke?
you have to check this level on the center stand.
how much oil did you add??

@550: You're correct but if the level is full on the side stand we know it's too much on the center stand.;)

i just like to add that statement for those who do not know how to use the sight glass. you can put a lot of oil in there before it shows up on the side stand.

what were your compresion readings? Saying compression was good is a bit short to my taste, didn't you write your readings and the date of the test somewhere?

the compression test was done by a mate ( a qualified motorbike mechanic) so no the oil was not over filled and he did not give me the compression readings yet he said they were fine then when he dropped the oil out we found a lot of water in the oil he said that the water could pass the rings and give a false compression reeading since the oil has been flushed and changed when the bike has been running it blows quite a bit of smoke he has started it every day since and run it for a while and the smoke isn't so bad the compression test hasn't been done again yet but i will let you know what it reads when i know.

yeah a source for oversize piston and rings for a 1984 xj600 would be great as i can't seem to source any, the only places that have it listed as a stocked part no longer have it.

    OP he back !

OS pistons/rings are likr the proverbial hens teeth. If the mileage isn't too great then I suggest new standard rings - will still be eye wateringly expensive mind you 100 oz dollars a pot..

I suspect but I haven't been able to confirm that later Seca 2/Diversion pistons will fit, both motors share the same bore x stroke and are two valve and looking at pictures look the same
