It should be easy to isolate the problem with a DMM if you have one.

Using the DMM set to 20 VDC:

Check battery voltage, it should be 12.6 volts.
Connect the DMM negative lead to the negative terminal of the battery
Connect the DMM positive lead to the main fuse touching just the clips, check both sides to verify 12 VDC
Turn the ignition switch to "ON" and verify 12 VDC to the other 3 fuses. Note touch the fuse clips only to verify correct voltage

If you have not replaced the fuse box then some good reading below. The fuses can be good but no power routed through the system because of broken / corroded clips in the fuse box.

    +1.
With electricity, looking good is not better than feeling good (visual checks only tell a small part of the story).

Well, time to get one. Just like wrenches a DMM is a tool that needs to be in the box. And, with today's electronics you can find pretty good quality for not much money.
It can also be viewed as an educational experience since you don't have one you likely don't know much about using one. There are a couple of how to guides here and plenty on youtube if you need them, plus any questions will be answered here.

Recommend if your fuse box is original glass fuses that you upgrade to the modern blade fuse block . Xj4ever Carrie's these on upper right top of the page start an IM message with chacal .
