Last weekend I spent some time to do a valve clearance check. Out of 20 valves, all 20 need to be adjusted. On the intake side it's ranging from 0.04mm to 0.10mm (spec: 0.11-0.20mm) and on the exhaust side it's ranging from 0.12mm to 0.17mm (spec: 0.21mm-0.30mm).

I'll be moving/replacing shims next week. But my question is, what can I expect when I'm done? The bike did run when I got it and had a reasonable smooth powerband all the way up.
Am I right that a tight valve does close?

Up to a point. Once it gets too tight it won't close and then you're screwed. It sounds like you haven't reached that point yet or it would show up in the running.

Realistically you can't expect to notice any difference once you set the lash properly. All you get is the peace of mind that you won't be ruining a valve in the next mile.
