im still having issues getting my bike started. Is there anyway to bypass the tci unit to see if it bad? I've had the valve clearences done. The carbs rebuilt and checked the electrical all the way to the tci unit. Everything electrical was in good shape. It just cranks and cranks.

    just to get some background
Have you ohmed out the pick up coils?
the ignition coil primary and secondary?
    the plug caps?
tested the spark with a spare plug
Hows the battery, have you done the cranking test to make sure you have the proper voltage to fire the Tci?

    fuel in the carb bowls?
are your plugs wet after trying to start bike.

I did ohm the coils they were in spec and the plug caps were good. Ive not tested the spark with a spare plug. The battery was was sluggish so i hooked my truck to it. There was fuel in the bowls and my plugs were alittle wet after trying to start it

I would say it is a cranking issue
aka you need a new battery
you can charge it, but if there is not enough juice
you will never get it started

    that should work for you.

how cold is it in VA
    try some starting fluid
if you leave the key on for a minute or two after trying to start bike do you get the expected back fire?

Not if one or more cells have a dead short. The battery will suck up the amps and act like a big resistor.
Try jumping it with the bike battery out of the circuit (truck engine off).

With the motorcycle battery disconnected entirely. Basicly, sub the truck batt for the motorcycle batt.

I had a motorcycle mechanic come to my house on Friday and after checking stuff my valve clearances were out some. I'm in the process of fixing that. However the mechanic was saying it seemed like the bike was out of timing. With him there we checked compression and spark. My compression was at 130psi in all 4 cylinders and I had good spark. I'm leaning toward the tci unit being bad.

Firstly you are nowhere near knowing whether or not your TCI is bad.
Secondly, what TCI did you buy?
Thirdly you test ignition timing with a timing light, just like on a car. Do that.

    Then do this:

have you considered a fuel issue? did you wet set the carbs?
just had a problem where I put my spare carbs on my project bike and would not start there was fuel coming in through the main jet needles and flooding out the motor
got it started with starter fluid
but now I have to look at why fuel was flowing from carbs but not from overflow holes
