It was topped up last year, i have rode it about ten times since then. the guy topped it up just prior to selling it to me. it is probably about 1/2 full of tap water

You need acid and water. Always top with distilled as the mix you get when it is new is water and acid and only the water evaporates. Never add more acid.

So dumping and adding distilled water would do no good. Tap water will eventually cause issues because of the impurities. But it will not kill it immediately. Use it till it fails which may be quite a while.

+1 to what Bill said. Better to use it till it dies and just replace it for $40.00 rather than try to empty out that acid/water solution.

^+^ me three. If its working I doubt it was half empty. Usually if the water level gets below the top of the plates it's shot anyhow.
