Carbs - is this a bad needle?

    I tried to set floats on the FJ600 carbs. The level in two is about normal, and in two a little low. However, gas is still pouring out the vent tube.

    Does this mean a needle isn't sealing?

    Yes.

    Or the seal on the valve body is leaking so that even though the needle shuts it off gas continues to flow.

    Wet set probably won't solve this. If the floats are set to factory specs, then the needles will close properly as long as needles, seats, and floats are in good condition. Wet setting will fine tune the fuel level for best running levels.
