Gravity fed carbs don't need an electric pump.
The vacuum bit in the fuel tap is more of a regulator of fuel that might simply overflow into the cylinder if left to gravity feed and the needle and seat fail to seal when the float rises to the right level.
If you are running a turbo with a pressurised fuel system, then that's a whole other conversation.

oh... if you are using the existing tap... then it probably is locked off without any vacuum pulsing... would explain the empty bowls and overheating pump.

The SecaII has downdraft carbs, and a fuel pump to feed them.

OP, you will need to put the petcock on prime in order to start fuel flow so the bike can start. The pecock is vacuum operated and will not flow fuel right away.

thanks for that, but tried it,the 1994 sec11 had a vacume pump and in 1996 they changed to electric,my vac pump was not working, so i changed to an electric ,not touched the pecock/tap, maybe the tap is the problem? but it seem to flow ok on prime.

Since it's not filling th float bowls even on prime, I'd be inclined to suspect a problem with the fuel pump. Can you confirm that the fuel line from the petcock is hooked to the pump inlet? If so, then the next step is to pull the outlet line from the carb rack and check for flow from the pump; both volume and rate.
