The patient is a 1981 XJ650. It has a broken muffler. The funnel shaped muffler has broken away from the pipe just behind the heat shield under the riders left heel.

I can see cracks developing around the other side in the same place.

Can this be welded back together (I'm not concerned about beauty)?

What other options do I have?

    FWIW,
Ebay has a stock left side muffler for your bike at the moment.
I found a complete original exhaust in excellent shape on EBay for 150 bucks.
Everything from the front pipe to the mufflers.

eBay for sure. I put together a complete exhaust system for my Seca that way, just takes a little patience.

a good welder could fix it right up , but check out the mounts too if it's loose and vibrating it'll crack again, no fault of the welder
