Got a "new" xj750 tank for my 650. Should I Paint & Bondo 1st and then remove internal rust? I think so, as tank will need to be empty and unprotected during paint.

My method has always been to paint and clear as the very last step no matter what. Otherwise I might damage the finish during the other work. If you use phosphoric acid to etch the tank or even coat it with MM oil you'll have time to paint before you need to refill it.

Strip the paint from the outside, get a sealer kit, POR 15 or similar, the kit will contain a de-rusting chemical, sealing the tank is a messy business & should be done before painting the tank.
