did this guy just weld handle bar stubs to his fork?

    Might be clip ons hard to tell from that angle.Very very nice though.

    It's more than likely clipon's.

    There are basically 2 types of clipons... the kind on that bike are the non-adjustable type. They are welded on a specific angle to the forks.

    The other kind are fully adjustable, mount the same way but you can change the up/down angle (these are the ones I have).

    NICE SR! They are clip-ons. It appear to be a stock gas tank that has been expertly "relieved" too. Awesome work, whoever did it...
